When upgrading a Marketplace app, if there are database changes that fail during the upgrade, the app upgrade should fail in the UI and let the user know that an issue happened. Currently these are reported in the logs but the upgrade "proceeds".

For example, when upgrading A4J from version 7.4 to version 9, there is database work that takes place when the app is upgraded. It was found that if the Jira database user doesn't have the proper permissions the upgrade will fail, but silently. The user gets an indication that the upgrade succeeded but the app doesn't work properly since the upgrade failed. If we get errors like this it should be surfaced to the user that it prevented the app from being upgraded.
