Issue Summary

Creating an Issue from other screens/views other than the Issue navigator (Detail view) or Issue view page disables the Text Field (multi-line) custom fields attachment button when using the Wiki Style Renderer, stating that there's a lack of permissions.

Steps to Reproduce

1. Create a new custom field Text Field (multi-line)
2. In the field configuration, change its renderer to the Wiki Style Renderer
3. Add it to the Create Issue screen

Test 1

1. Visit this URL: <Base-URL>/browse/ (Open Issues)
2. Create a new Issue and note that the attachment button in the custom field (Rich text field now) is enabled

Test 2

1. Please visit this URL: <Base-URL>/secure/Dashboard.jspa
2. Create a new Issue and note that the attachment button in the custom field (Rich text field now) is disabled (grayed out - permissions asked)

Test 3

1. Please open any saved filter with 0 Issues
2. Create a new Issue and note that:
   • If the Detail view is enabled, the attachment button in the custom field (Rich text field now) is disabled (grayed out - permissions asked)
   • If the List view is enabled, the attachment button in the custom field (Rich text field now) is disabled (grayed out - permissions asked)

Test 3

1. Please open any saved filter with at least 1 Issues
2. Create a new Issue and note that:
   • If the Detail view is enabled, the attachment button in the custom field (Rich text field now) is enabled
   • If the List view is enabled, the attachment button in the custom field (Rich text field now) is disabled (grayed out - permissions asked)

Expected Results

Regardless the page view, the attachment button should be enabled for the custom field when using the Wiki Style Renderer.

Actual Results

The attachment button behaves differently when the any Issue view is present. When the attachment button is disabled, it is shown greyed out and you can see the following message (mouse hover): You don't have permission to attach files.

Workaround

1. Create the Issue from an Issue view page:
   • Issue navigator with the Detail view enabled
   • Regular issue view page
