Update the Internet Explorer MIME Sniffing Security Hole Workaround Policy

      In Configuring JIRA Options, the actual verbiage used for the "Internet Explorer MIME Sniffing Security Hole Workaround Policy" can lead to misinterpretations and confusion once it cites Internet Explorer (a long-no-used browser) and affects up-to-date browsers as well.

      We suggest changing the options to only "secure" and "insecure" to display inline attachments (with an indication of the mime extensions it will affect) and changing the option name to simply Attachment Security Policy.
