At present, it is only feasible to define a single default value for each custom field context which is associated to the Parent Field.
When select anything other than the default value when opening a ticket with that custom field, it will show "None" as an option.
Workaround
There are two workaround available in the KB Remove the None option from a select list custom field in Jira server
