Issue Summary
When the system dashboard is modified to move the "Introduction Gadget" to the right-most column, the gadget overlaps the login gadget, making it difficult to log in, as you can see in the screenshot.
Also, the editing the system dashboard the moved gadgets appear only after a refresh.

Steps to Reproduce
- Setup a Jira 9.4.22 or 9.12.13 environment
- Goto Administration > System > System dashboard and move the Introduction gadget to the right-most column.
- Logout and visit <Jira_Base_URL>/secure/Dashboard.jspa and notice the gadgets overlapping
Expected Results
The login gadget is to be moved above or below the introduction gadget.

Workaround
There are two workarounds:
- Click on the Login button in the top right corner of the page or visit <Jira_Base_URL>/login.jsp?os_destination=%2Fdefault.jsp
- Maximise and Minimise any overlapped gadgets to align them correctly on the screen.
