      Plan your upgrade does not display Jira 10 as recommended Jira to upgrade from Jira 9.17.2

      This is reproducible on Data Center: (yes) 

      Steps to Reproduce

      1. Launch Jira with 9.17.2
      2. Go to Administration> Application> Plan your upgrade
      3. Don't see list of recommended Jira version 

      Expected Results

      Expecting to see Jira 10

      Actual Results

      Workaround

      There is no workaround.
