Issue Summary
Switching from the exemptions tab to list of limited accounts in ⚙️ (gear icon) > System Rate limiting causes the page to go blank when an exempt user has not been rate limited yet.
This was previously documented and fixed for Confluence Data Center in CONFSERVER-93522.
Steps to Reproduce
- Add a user to the exemption list that has not been rate-limited.
- Switch from the exemptions tab to list of limited accounts.
Expected Results
The list of limited accounts loads a list of users that have been rate-limited.
Actual Results
The page goes blank:
