Issue Summary

Changing the colour for "Header navigation - highlight background colour" in Look and Feel configuration isn't working for create button. 

This is reproducible on Data Center: Yes

Steps to Reproduce

1. Go to Administration > System > Look and Feel
2. Modify the colour of Header - background colour to #ed1111
3. Modify the color of Header navigation - highlight background color to #524b0c
4. Modify the color of Primary button - background color to #ebe00e
5. hovering the mouse over create button don't show "Header navigation - highlight background color"

Expected Results

Hovering the mouse over create button show "Header navigation - highlight background " color #524b0c

Workaround
