      Help links on Issue Navigator seems to be broken under Orion

      This is for internaol help links (e.g. for resolutions, issue types) don't have a context. This is probabably something server specific since it works fine in Tomcat.

      It's possible that the line:

      velocityParams.put("baseurl", ServletActionContext.getRequest().getContextPath());

      does not work correctly under Orion.
