Issue Summary

The following documentation mentions that you need to be a Jira Admin to create or edit Issue Collectors in Jira. This is not true. You can be in the default Project Admin group on any given JS project and still able to create and edit issue collectors.

This is reproducible on Data Center: Yes

Steps to Reproduce

1. Be added to the Project Admin Group in any JS project

Expected Results

1. Only Jira Admins are able to create issue collectors
2. Project Admins should only be able to edit according to documentation

Workaround

Create a specific Project Admin group/role that you do not want to be able to create Issue Collectors. Remove the Modify Reporter permission which will prevent new Issue Collectors from being added.
