Issue Summary

Tabs not displayed when "Show when empty" is selected on empty field.

This is reproducible on Data Center: yes

Steps to Reproduce

• Add a tab to the screen that is associated with the "View" Issue Operation
• Add a field on the tab.
• Select the "Show when empty" toggle to on for the field.
• Create (do not populate field) and then/or view an issue that is related to the screen in the Issue Type Screen Scheme of the screen you added the tab to.
• Tab will is not displayed.
  
  
  

Expected Results

When a field on a tab has the "Show empty toggle" on, and the field is empty. The tab and field shall be displayed.

Actual Results

New tabs are not created, instead field is displayed under the fields tab.

Workaround

• Create a custom field in the default Field TAB
• Turn ON the toggle "Show when Empty"
• On the new tab turn on the toggle "show when empty" as well.
• 2 tabs will be displayed under the view screen page.
