Starting from Jira DataCenter 9.17 onwards, the client credentials grant flow (CCGF) for OAuth 2.0 integration has been introduced for both incoming and outgoing mail servers.

With CCGF implemented, Jira Software 9.17 now supports integrations with applications like Microsoft Entra, eliminating the need for JSON Web Tokens (JWTs).

However, when configuring this setup using the steps outlined in the "Configure an Outgoing Link" document, we've noticed that the information regarding the specific scopes required for CCGF is currently missing and requires updating.
