Issue Summary

When accessing the manage apps page, html links are not being displayed correctly.

Steps to Reproduce

1. Install or upgrade to Jira Data Center 9.12.10;
2. Have at least one or more incompatible app(s) installed and/or;
3. Have at least one or more installed app(s) which is not approved for Data Center

Expected Results

• The links would render correctly and show as links in the UI - Manage Apps > Manage Apps page.
• The UPM Plugin shows the version at 6.3.4 as outlined the latest one available at https://marketplace.atlassian.com/apps/23915/atlassian-universal-plugin-manager/version-history?versionHistoryHosting=dataCenter

Actual Results

• The links are not rendered correctly
  
• By inspecting some elements of the page that is being rendered, it's noticed that before invoking the <a herf> there is an end quote missing for 2 of the 3 messages that have hyperlinks.
• The application components message renders correctly with the link and its element is formatted correctly though.
• The UPM Plugin shows the version 6.3.5, where the latest one availlable is 6.3.4. If you try update it, an error will come up saying: "Cannot install a lower version than the currently installed version."

Workaround

• Currently there is no known workaround for this behavior. A workaround will be added here when available
• It shouldn't cause any problem in the instance, just ignore it as both Manage Apps and the UPM plugin seems to work as expected with no issues.
