Issue Summary
On the "Search" page, Focus does not moves inside "Columns" non-modal dialog.
Steps to Reproduce
- Navigate to any "projects" button in the header and select any project.
- Navigate to the "View all issues and filters" link and activate it.
- Navigate to the "columns" button and activate it.
- Observe that the "columns" modal dialog will appear.
- Observe a dialog appears.
- Try to navigate through the dialog content.
- Observe that focus is not set onto the dialog.

Actual Result
The programmatic focus remains on the triggering element itself when the "Columns" dialog appears. Even though dialog is visible on the screen after the triggering element, the content is available at the end of the page for keyboard-only and screen reader users. As a result, screen reader users and keyboard-only users to tab pass the content on the page before they can interact with the non-modal dialog.
Expected Result
Make sure that the programmatic focus should be set on the first logical element of the dialog as soon as dialog appears.
Workaround
Currently, there is no known workaround for this behavior. A workaround will be added here when available
