Problem Definition:

Currently CSV imports have Watchers mapping allowed are not available to non-admin users. Regular users can only use "Import Issues from CSV", which does not offer Watcher mapping. It requires an External System Import instead, which is available only to Jira administrators.

Some customers would like to allow this behavior for non-admin users.

Suggestion:

Add a Project or Global Permission that allows mapping of Watchers for CSV Issue Imports for specific users
