Issue Summary

When the browser is zoomed out, it causes the screens to appear to small with the text shrinking, rather than the size scaling and staying relative to the browser zoom.

This is reproducible on Data Center Yes

Steps to Reproduce

Install Jira 9.12.X
Show Create issue or any transition screen
Zoom out the browser to atleast 50%

Expected Results

Dialog should not be overly long:

Actual Results

Screen stays the same size as before, and becomes unreadable.
The dialog is stretched vertically:

Currently there is no known workaround for this behavior. A workaround will be added here when available
