Verbose logging for Jira's REST API

      While you can turn on additional HTTP logging and check the access logs, it would be useful to have a log dedicated to REST API requests that can be set to verbose logging.

      This would be useful for troubleshooting REST API issues, working as a developer for Jira, and to check on usage of the REST API.

      Please consider this for future releases of Jira.
