This is reproducible on Data Center: yes

Steps to Reproduce

1. As "userA" create a new Filter, then create a new Board for your Project
2. Now, authenticate as "userB" and click on "Configure Board" of userA's board
3. Confirm that userB can see the owner field:

4. Now, authenticate as a user with Administration access, you cant see the field:
   • 

Expected Results

The owner field should be displayed to all users or at least the Admin user;

Actual Results

The owner field is only displayed to users that dont have Editor permission

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
