Issue Summary

Changes made to jira.issue.actions.order is not reflecting.

Steps to Reproduce

1. Access Jira's 'Advanced Settings' page. (See Configuring advanced settings for more information.)
2. Edit the value of the jira.issue.actions.order property by clicking the existing value and changing it from asc to desc
3. Click the 'Update' button to save the new value in the Jira database.

Above mentioned steps are taken from the Document: Changing the default order for comments from ascending to descending.

Expected Results

Comment order should change.

Actual Results

The change is not making any impact on the comment sorting order.

We replicated the same and below are the version-specific results :

1. (9.4.16): Working.
2. (9.4.17): Working.
3. (9.4.18): Not working.
4. (9.4.19): Not working.
5. (9.4.20): Not working.
6. (9.12.0): Working.
7. (9.12.7): Not working.
8. (9.12.8): Not working.

Workaround

• It can be changed by user manually on the issue comment level (order by newest or oldest)
