AUI dropdown causes the page to jump-scroll in Chrome

      Issue Summary

      Any Jira page that contains an AUI dropdown menu will scroll multiple lines when opening the menu. This affects Safari and Chrome-based web browsers.

      This behavior is happening for every AUI dropdown inside Jira. The dropdowns at the top of the description text editor can be used as an example. 

      If using the issue view on the Backlog or Sprint/Kanban page this issue is more dominant.

      This is reproducible on Data Center: (yes) 

      Steps to Reproduce

      1. Create a new Jira issue
      2.  Resize your browser window using https://howbigismybrowser.com/ to around 1400*700 pixels (for easy demonstration purposes)
      3. Start editing the "Description" field
      4. While editing, scroll the browser window such that the "Description" field title is close to the bottom of the browser window
      5. Open any of the dropdown menus in the description text editor (e.g. the "Style" dropdown)

      Expected Results

      The window stays the same. The expanded menu is displayed and user can scroll as needed

      Actual Results

      The window scrolls so that the expanded menu gets fully (if possible) visible.  The user needs to scroll back for the original view

      Workaround

      This doesn't happen with Firefox browsers
