Change showing of date time picker in 12h format to align to Japan standard

      Issue Summary

      This is reproducible on Data Center: (yes)

      Steps to Reproduce

      1. Create a data time picker field
      2. Ensure it is in 12-hour format from Advanced Settings
      3. Change user profile into Japanese
      4. Create a ticket and click the  data time picker field to show calendar
      5. Set time to midnight 12

      Expected Results

      In Japan standard, it should be able to show 午前 0:00 (midnight 12:00).

      Actual Results

      It follows International standard, only can show 午前 12:00 , not 午前 0:00.

      Workaround

      Currently there is no known workaround for this behavior. A workaround will be added here when available
