Allow illegal character list or allowed regex for labels

There are certain conventions we would like to enforce for labels, so a method to define certain special characters to not allow or even better a regex pattern that labels have to follow would allow for a more standard method of creating labels (and not making similar duplicate labels) across a large user base.
