Workflow label popups are freezing

Issue Summary

Reproducible in Chrome, Firefox, Safari, Edge. Page hard reset doesn’t solve the issue. 
Found in Jira 9.15.0, 9.14.1
9.12.x not repoducible

Steps to Reproduce

1. Create a project -> Scrum software development
2. Go to the any ticket -> update the flow as on recorded on video

Expected Results

Popup should disappear immediately

Actual Results

Popup tab freezing for a random period

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
