Support browser auto-detection of RSS feed for issue navigator

      Modern browsers (firefox, opera, safari) and one day IE7 will auto-detect the existence of an RSS feed on HTML pages with the appropriate <link> tag:

      <LINK REL="alternate" href="page.rss" TYPE="application/rss+xml">

      We should add this tag to JIRA's issue navigator, so people can subscribe to search results in their browser.
