Description
System Administrators should have full permissions to the entire Jira instance by default.
Jira allows projects where the permissions are locked down where even jira-administrators have no access. When the admin account attempts to archive issues in those projects, it fails due to lack of permissions. Since the account has System Admin privileges, it can grant the permissions it requires to complete the archiving. This is what I was hoping to avoid as a System Administrator implies it has full Admin power.
