Issue Summary

The focus moves inappropriately to the top of the page instead of moving to the issue present in different on the page.

Steps to Reproduce

1. Open the "Backlog" page.
2. Navigate to the issues present in the backlog and right-click the cursor over it.
3. Observe that a list of "Actions/Options" will appear on the page.
4. Try to access options from the "Send to" section using the keyboard and screen reader.
5. Observe that the focus moves to the top of the page instead of moving to the issue.

Actual Results

The focus moves inappropriately to the top of the page instead of moving to the triggering issue button when the user activates options such as "Top of sprint", "Bottom of sprint", "Top of backlog" and so on from the context menu. 
As a result, keyboard-only and screen reader users will have to navigate the screen content again before accessing the content which is updated below.

Expected Results

Ensure that the keyboard focus moves to the parent triggering issue buttons present in the sprint and backlog sections which can be achieved via the JavaScript focus() method.

Workaround

Currently, there is no known workaround for this behaviour.
