Issue Summary
The instruction explaining the meaning of the "*" asterisk symbol is missing.
Steps to Reproduce
- Open the "Find an issue" page.
- Save any filter.
- Navigate onto the "Details" link present in the main content area and activate it.
- Observe a pop-up gets added on the page.
- Activate "Edit Permissions" link present in the pop-up.
- Navigate to the form field and observe that it is required.
- Observe that there is symbol that communicate this information.
- Observe that meaning of the symbols is not explained.

Actual Results
Although an asterisk " * " is provided for the mandatory field such as "Name" in the form, the instruction stating the meaning of the asterisk " * " is not provided.
As a result, learning-impaired users will not be able to understand which fields are mandatory.
Expected Results
Clear and descriptive instructions should be used to convey the meaning of the symbol. In this case, make sure that the meaning of the asterisk "*" is explained and placed before the field.
Make sure that the instructions are visible and permanent.
