Currently there is no method to track filter modifications related to general filters and board filter in the GUI. Audit logs only records created, deleted records for filters and boards.

We should have a way to identify who made the changes to filters as they impact all board related operations and agile reports when multiple users have permissions to edit filters as part of the user-groups.

When a filter is updated is set with that value in the database under the searchrequest table, and the change history of these values is not preserved. 

An alternative approach is to look into a third party auditing plugin such as Auditor for Jira, which does note the plugin tracks Edits to Shared Filters in this document under their support docs for the add-on. Something similar can be implemented.
