Issue Summary

When administrators create a custom field and incorporate it into the project, they are not able to add the field if it originated from a third-party app.

Steps to Reproduce

1. Create a Custom Field using a Third-party App
2. Link the field to the appropriate project and ensure it's working on the required screens
3. Setup an issue collector in the project
4. Try to add the custom field to the Issue Collector that was created using the third-party app

Expected Results

Custom field is available in the list generated by the Issue Collector Screen

Actual Results

Custom Fields from third-party apps are not listed in the Issue Collector Screen

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
