Issue Summary

When adding a comment to a JIRA ticket, if I want to restrict the comment, the options box is open, but if we scroll the parent page it still remains onscreen.

This is reproducible on Data Center: yes

Steps to Reproduce

Issue is happening in 9.4.8 LTS version. Issue is not happening in the latest 9.9.0 version.

• Create a ticket in Jira software project.
• Add multiple comments in the tickets.
• Click Add restriction in the comment field. A pop-up will open.
• If I scroll the screen here, pop-up will also move in the parent page.
• Ideally pop-up should stay in the comment area.

Expected Results

pop-up should stay in the comment area.

Actual Results

Pop-up moving up on the parent page.
