Issue Summary
On "Find an issue" page, the additional content such as "Switch to advance search using JQA", "Lowest - Trivial problem with little or no impact on progress", "Medium - Has the potential to affect the progress" and so on.
Note : This issue is found on "Basic" and "Advanced" mode.
The similar issue is found on "Edit Current Filter" page (appears on activating detail button then activating "Edit permissions" link).
Steps to Reproduce
- Open any project.
- Activate "Issues" button in the header section and select "Search for issues" option.
- Hover on elements "Advanced", "More info about lowest priority", "More info about medium priority" and so on elements.
- Observe that the additional content is not focusable and persistent.

Actual Results
Additional content that becomes available when users hover over with a mouse or when their keyboard focus moves on "Advanced", "More info about lowest priority", "More info about medium priority" interactive elements it does not stay persistent and is not dismissible.
Moreover, when low-vision users try to move their mouse on the additional content in order to read it, the content disappears.
As a result, users with low vision found it difficult to access the additional content.
Expected Results
Make sure that the additional content must remain visible until the hover or focus trigger is removed, the user dismisses it, or its information is no longer valid.
Provide a mechanism to dismiss the additional content on pressing an Esc key.
