View Issue: Heading mark-up used inappropriately

      Issue Summary

      The button is included in the heading mark up inappropriately.

      Steps to Reproduce

      1. Open the "View Issue" page.
      2. Navigate to the "edit summary" button present in the main content area.
      3. Observe that mentioned button is included in the heading mark up.

      Actual Results

      The "Edit summary" button is marked up as a heading. However, the text does not constitute as a heading.

      This created confusion for screen reader users about the content structure.

      Expected Results

      Remove the "List: Edit Summary" button from the heading mark-up and place it after <h2> element. If required, use CSS to maintain the presentation of the page.
