Issue Summary
The non-descriptive link text “More ...” and "Create ..."are found inside header section.
Steps to Reproduce
- Navigate to the header region
- Activate the menu-pop i.e "Issues"and "Plans".
- Navigate to the mentioned instances
- Inspect the code and verify that the link text does not clearly describe the purpose of the link.

Actual Results
The links “More...” and "Create..." under header section are found to be non-descriptive due to which screen reader users did not understand the purpose of these links.
Expected Results
Provide appropriate and descriptive label such as “View more recent issues” and "Create plan/ Program" using the “aria-label” attribute in the <a> element.
Link text should be unique and descriptive of its target. Screen reader users often access links in a list format. While doing so, only the text of the link is read out by a screen reader and not the surrounding text.
As a result, it is important that link text is descriptive of its target when read out of context.
Workaround
Currently there is no known workaround for this behavior. A workaround will be added here when available
