Issue Summary

When the users activate "Create issue" button, the focus moves inappropriately to top the page.

Steps to Reproduce

1. Open the "Issues" page.
2. Navigate onto the "Create issue" button present in the main content area and activate it.
3. Observe that the focus moves to the top of the page instead of the first interactive element.

Actual Results

When screen reader users activate the mentioned button, the keyboard focus moves to the top of the page instead of moving onto the first interactive element i.e. "Add issue summary" field.

As a result, keyboard-only and screen reader users will have to navigate the page content again in order to reach desired content.

Expected Results

Ensure that when the user activate "Create issue" button, the keyboard focus should move the first interactive element i.e. "Add issue summary" field.
