Issue Summary

This is reproducible on Data Center: YES

The factors to determine who is affected by this bug are still unkown.

One affected user could reproduce it consistently (100% of the time) on fresh installation of Jira (no plugins) on versions 9.4.11, 9.12.2, 9.13.0 on both Chrome and Firefox.

Steps to Reproduce

1. Go to the Issues tab within JIRA.
2. Click on Search Issues and the search issue pane appears. 
3. Try to expand/contract the size of the listed issues section by dragging the division sidebar back and forth. 
4. Attaching screenshot of the sidebar which can be dragged back and forth. 

Expected Results

The sidebar should move accordingly there by expanding or contracting the Listed issues section. 

Actual Results

Instead, the sidebar doesn't move, it causes a flickering issue sometimes but the issues pane doesn't expand or contract and stays the same. 

There are no errors on console log.

Workaround

None at this time

This issue is not reproducible in all workstations.
