When a comment is pinned, send a Jira e-mail notification to any still-active users who are pinned in that comment.
Probably no need to add any notifications for unpin, though, unless that is something other customers would want.
Example use case – there's an issue which has many comments, and one of them is a request: "Sam, please review this item", with some details and Sam is tagged. Some time goes by, and we still want Sam to review it. So we pin the item, to notify Sam and also so that when Sam receives the notification and looks at the issue, they'll see this particular comment pinned so that Sam won't have to go find it among the many other comments.
