Allow Issue Actions to return null

      At the momnet if an custom issue tab panel returns an object that returns null for getTimePerformed(), the All tab will die as the compareTo method does not cater for null timestamps.

      Need to ensure that the compareTo method does not die with null timestamps and logs a warning instead.
