Upgrading ATST or SSO for datacenter or other bundled plugins causes all user installed plugin to be impacted.

      Issue Summary

      When updating bundled plugins(ATST, SSO for datacenter) it causes an impact on most of the applications.

      This is reproducible on the Data Center: yes

      Steps to Reproduce

      • Install Jirasoftware and then Install JSM.
      • Go to manage apps and update the ATST plugin
      • You can notice all plugin modules re-enabled or restarted possibly causing downtime.
      • (!)This does not occur when we have only JSW or JSM installed. This occurs only when both JSW and JSM and installed together.

      Expected Results

      Only ATST or plugin getting updated gets disabled and enabled back.

      Actual Results

      Updating ATST plugin from 1.50.2 to 1.53.2

      Workaround

      Unfortunately, there is no workaround at this time. Instances that are affected by this should have the apps updated in a scheduled maintenance window.
