Issue Summary

This is reproducible on Data Center: YES

Changing a issue type screen using option "Choose an existing issue type scheme" is not giving correct fields during configuration. We need to select the second option "Choose a scheme the same as an existing project" and then need to select the first option "Choose an existing issue type scheme" to fix the configuration field displayed

Steps to Reproduce

1. Impacted verions : 9.4.4,9.10.2
2. Go to project setting --> In the issue types section, click on KANBAN: Kanban Issue Type Scheme --> Actions --> Use a different scheme --> Here you will see three option which are given below.
   Choose an existing issue type scheme
   Choose a scheme the same as an existing project
   Create a new scheme and associate with current project
3. Here, the impacted option is first one "Choose an existing issue type scheme". The Fields which are given for configurations are not correct when option 1 is selected by default when we navigates to this page initially.
