Issue Summary

This is reproducible on Data Center: yes

Steps to Reproduce

1. Create 20 users with same prefix like csp1,csp2,csp3.....csp19,csp20.
2. Create a sample project. Configure it's board.
3. In General and filter section, add csp9 as admin. We wouldn't see it in the list as it display only 15 users at a time.

Expected Results

User with similar name is not available in the list even if it is admin.

Actual Results

maxResults is not configurable and hardcoded.

Workaround

User cannot be added to the board's general configuration
