Issue Summary

On Edit dashboard page the drag & drop functionality provided for the gadgets does not work in windows with & without screen reader.

Steps to Reproduce

1. Create a new dashboard.
2. Add multiple gadgets.
3. With keyboard try to drag & drop the gadgets to different locations.
4. Functionality does not work.  

Actual Results

On edit dashboard page, when user adds multiple gadgets & navigate to the drag button and press space to drag & control + arrow keys to move, it doesn’t work as expected.

This makes it difficult for keyboard-only & screen reader users to use the functionality effectively.

Note: Currently in Mac OS this functionality works as expected.

Expected Results

The user should be able to drag & drop the gadgets to any location with keyboard alone & using screen reader in all the operating systems including Windows.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
