Issue Summary

The "View workflow" menu item is not keyboard accessible in the Issue View.
This is reproducible on Data Center: yes

Introduced in version 9.0

Steps to Reproduce

1. Open the Issue View
2. Click the current status button in issue header actions to open the transitions dropdown

Expected Results

The "View workflow" can be accessed with keyboard by clicking "down arrow".

Actual Results

The "View workflow" button is not accessible while traversing down.

Workaround

User can navigate in the reverse order, by clicking "up arrow" while it's focused on the 1st element in the dropdown, to reach the "View workflow" menu item.
