Create Child Issue: It only should list allowable issue types

When trying to create a bug using "create child" within a story, only Epics/Story is allowed. If that's the case then why is "bug" selectable?

Currently only able to create a bug issue type from the top level jira via the "create" button.

Would be good to remove the drop down selection for "bug" from the create child button completely if it's not supported.

Desired outcome:  Issues which are not allowed to be created as "Children issue" should not be listed for the user to select.
