Issue Summary

Recovery_admin user is unable to delete any group and the following error is shown:

You cannot delete a group that grants you system administration privileges if no other group exists that also grants you system administration privileges.

Steps to Reproduce

1. Login with the recovery_admin user  
2. Navigate to Jira Administration > User management > Groups
3. Create a new group
4. Try to delete the group

Expected Results

The group is deleted.

Actual Results

The error below is shown:

Workaround

Use a regular Jira administrator user, other than recovery_admin.
