Issue Summary

On the Issue search page, it is possible to click upwards, but the background of the Actions options is only moving downward, and even when the mouse moves towards another option further up it stays on the last reached field.

Steps to Reproduce

1. Go to Issues > Search for issues
2. Run any JQL (say issuetype = Story) to fetch the issues list
3. Select List View and click on the 3 dots(...) corresponding to any of the issues
   
4. Select any option mid-way and then try to move upwards
   

Expected Results

The background(cursor) of the Actions options should move upward and downward.

Actual Results

It is possible to click upwards, but the background(cursor) of the Actions options is only moving downward, and even when the mouse moves towards another option further up it stays on the last reached field.

The downward movement of the Cursor looks good but not the upward movement.

Workaround

Currently, there is no known workaround for this behavior. A workaround will be added here when available
