Issue Summary

UPM is not able to detect that a newer version of ATST is available.

I suspect this is happening because my current version of ATST – 1.46.2 – is not listed in the Marketplace – https://marketplace.atlassian.com/apps/1217696/troubleshooting-and-support-jira/version-history

This is reproducible on Data Center: (yes)

Steps to Reproduce

1. Install JSM DC 5.8.0 or Jira Software 9.8.0 – it comes with bundled ATST v1.46.2 
2. Go to manage apps – check no update is available
   
3. If you install manually another version available in the Marketplace but not the latest e.g. 1.47.0 then the popup for a new version available is shown:
   

Expected Results

UPM should detect a new version is available if the current version is not the latest released.

Actual Results

UPM doesn't show a new version is available and manual intervention is required

Workaround

Install the new version of the app manually using the file or URL as per – Installing Marketplace apps
