Issue Summary

'Updated' field in the UI not updated when a comment is added

This is reproducible on Data Center: (yes) / (no)

Steps to Reproduce

Step 1 - Open any issue in JIRA.
Step 2 - Under 'Dates', take note of the 'Updated:' field (which sometimes might be absent).
Step 3 - Add a comment via that same page.
Step 4 - 'Updated:' UI field should have been updated (or added) with the new time, but it was not

Expected Results

ideally, it should update automatically like Just now, 1hr min back, time

Actual Results

If we refresh the page then only we see the update. if not old data is displayed.

Workaround

Refresh the issue page to view the updated information in the field.
