Issue Summary

When updating the project roles for a user, and selecting the checkbox for uncategorized projects, or any project category, it does not automatically select all projects in the list.

This is reproducible on Data Center:yes

Steps to Reproduce

1. Create a new Jira 9.4.X+ environment
2. Create some projects
3. Go to Admin -> User management
4. Edit project roles for an existing user
5. Select the Uncategorised/project category checkbox for a role
6. It should select all projects. Instead selects none.

Expected Results

This worked in Jira 8.20, and all projects are selected;

Actual Results

Since Jira 9. No projects are selected;

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
