      Issue Summary

      Filter permissions are partially lost when Cloud backup is restored in Jira Datacenter

      Steps to Reproduce

      1. On a Jira Cloud DC Site, create an xml export for Server
      2. Import the XML backup onto Jira DC

      Expected Results

      All filter "Edit" permissions remain intact as on the source Cloud Site

      Actual Results

      All filter "Edit" permissions are converted to "View", all edit permissions are lost and filter editors became "Private"

      Workaround

      Currently there is no known workaround for this behavior. A workaround will be added here when available
