Automation for Jira will be installed automatically though it was uninstalled In Jira Server 9.x

Issue Summary

In Jira Server 9.x, the customer may want to uninstall bundled  Automation for Jira.
However, if you restart Jira, Automation for Jira will be installed automatically though it was uninstalled.
 

This is reproducible on Data Center: (no)

Steps to Reproduce

1. Move to Jira ADMINIATRATION > Mange apps > Mange apps
2. Search Automation for Jira
3. Uninstall Automation for Jira
4. Restart Jira

Expected Results

Automation for Jira is removed from jira

Actual Results

Automation for Jira will be installed automatically after restarting Jira.

Workaround

Currently there is no known workaround for this behavior.
